106.The following editorial appeared in a newspaper in the country of Solaria.
"The EliotValley region was primarily agricultural twenty years ago. In the past twenty years, however, many computer-chip manufacturers have opened factories there. A recent study found that water pollution in the region was worse than in any other region in the country. Moreover, the computer-chip factories, which use large quantities of water to manufacture the chips, are probably responsible for the low levels of water in the region's lakes and reservoirs. Therefore, if the region's computer-chip makers had limits placed on the amount of water they could use, water quality would improve."

2-1. There are less proof that the computer-chip manufacturers are the cause of the low levels of water in the region's lakes and reservoirs.
2-1-a. It is not sure that the water is just wasted on the procedure. The factories may just use the water for cooling the products and sent them back to the lakes.
2-1-b. The agriculture procedure may be the cause. Agriculture requires much of water. The use of fertilizer can cause the pollution of the water.
2-2. Just limiting the amount of water they can use is not a good restrict.
2-2-a. They can tax them. The tax can be used in improving the environment, and even other places.
2-2-b. They can make the factories use a purification system. The factories may not all work if they are limited to use water. This can give effect to the economy of the town.
