102.          The following appeared in a letter from the mayor of Tudor City.

"After a major airline chose Yorkville as its regional flight hub, the number of businesses in that city almost doubled and local tax revenue increased by 50 percent. In addition, as travel to Yorkville became easier, most respondents to a survey of the country's top executives identified Yorkville as a desirable place to transact business. To secure efficient transportation for Tudor City and stimulate our local economy, we should build a new airport, like the one in Yorkville, that is suitable for a regional flight hub."

2-1.a. There can be another major reason to increase the businesses in that city. The point is that did the business grown because Yorkville became a regional flight hub, or maybe just because it became a high-demand season.
2-1-b. The tax revenue increment also could have not been caused from the fact that Yorkville became a regional flight hub. The specific information about which division's income had increased.

2-2. The survey of the country's top executives is not sufficient to support the assertion.
2-2-a. The survey doesn't have enough information about the respondents. The number is unspecified, and the state of the top executives can be different from Tudor.
2-2-b. Moreover, the responsedents can recognize Yorkville not because of the transportation but other reasons like the location near other cities or the industry scale, or the consumer's population and pattern.

2-3. Finally, it is not guaranteed that after building the airport, Tudor city's economy will be stimulated like Yorkville because of the different conditions.
2-3-a. When building an airport, the geological location is very important. The main issues to build an airport are height of the city, the mountains around the city, and the interval distance between the cities around Tudor city.
2-3-b. Also building a new airport will need a lot of spend of funds. It doesn't end only building an airport, but it also needs the connection from the main street. Other additional transportations can be built but more money is needed.
2-3-c. Moreover, after building an airport, advertisement will be needed, and it is not sure that major airlines will choose Tudor city's airport as a regional flight hub.
